Dear Neighbour:
Earlier this year my office received calls from local area residents
regarding excessive ambient noise emanating from the
at
and Standards requesting that they conduct a noise reading to determine
whether the ambient noise generated from the cooling tower was in
contravention of the City’s Noise By-law. Their readings determined the noise to be in
excess of the by-law. Subsequently, MLS
staff visited the
location on a number of occasions and issued two Notices of Violation in
an attempt to bring Greenwin into compliance with the City’s Noise By-law.
I recently received an update from Municipal Licensing and Standards
(M.L.S) concerning the aforementioned issue, which read:
“The manager for Greenwin responsible for rectifying the noise problem
advised that he has prematurely reduced the number of operating cooling
towers from a total of six down
to two towers. This was done sooner than
the usual mid December time, when they normally reduce the number
of units due to the temperatures getting colder. The intent is to reduce the noise level while
they undertake the building of a higher barrier.”
“His structural engineers from McGregor & Associates have designed
the barrier and will be submitting the drawings for a Building Permit
Application
as early as next week. At the
same time he advised me he would have the documents tendered for construction.”
M.L.S further mentioned that Greenwin Management anticipates the project
to be completed by mid-January of 2005.
It is unfortunate this issue has taken this long to be rectified. It is my hope that the forthcoming reduction
in ambient
noise will enhance the quality of life experienced by local area
residents.
